In May 2019 Ethical Consumer viewed the Rohto website for a policy on animal testing. Nothing could be found.

A petition on the Change.org website stated that the company had been subject to a campaign on the topic in 2015 and had agreed the following:

·For cosmetics (including unregulated drugs) and raw materials, we have abolished animal testing, including for ingredients under development.
·This rule was applied from January 27, 2016.
·This also applies to outsourcing (i.e. Animal tests will not be outsourced).

However, this was all still pretty vague. With no clear policy in place, with a fixed cut off date, Rohto received Ethical Consumer's worst rating on animal testing.
